Start quickly and think strategically!

Despite extensive planning impulses and the use of national funding programs, the southern Neustadt remains the problem child of the city of Halle (Saale): urban development deficits, vacant buildings, unused open spaces, high unemployment, and social segregation have led to extensive stigmatization of the district.

Together with Freiraumgalerie - Kollektiv für Raumentwicklung, Urban Catalyst developed a concept of measures, which approaches strategically from two sides. On the one hand, it looks at the present and shows options for action that can be implemented in the short term: A vacant high-rise becomes a neighborhood & education laboratory, a Trojan horse as a new meeting place in the horse district, larger-than-life biographies of residents* wander the facades of the Neustadt. The so-called "quick starters" use existing resources, rely on the practical participation of residents and activate strategic locations in the district. In addition, the "development framework" sets short-term measures in relation to medium measures in relation to the medium- and long-term development potential of Südliche Neustadt, thus creating a strategic framework for action and orientation.
